Abstract: FENOMENO, JENNYPHER N. Image of the Department of Education as an Employer as Perceived by Its Personnel in Region IV Offices. Master’s Thesis. Master of Professional Studies major in Public Administration. Cavite State University, Indang, Cavite. April 2007. Adviser: Atty. Adonis N. Meiiez. A study was conducted to assess the image of DepEd as an employer as perceived by its personnel from Region IV-A and Region IV-B offices. Specifically, the study aimed to: describe the socio-demographic profile of the personnel of DepEd in Region IV offices; describe the image of DepEd as an employer as perceived by its personnel from Region IV offices in terms of administrative services provided by the Cashier Unit, Personnel Section, Legal Unit, Supply Section, Records Section, and General Services Unit; determine the overall image of DepEd as an employer; compare the perceived image between DepEd Region IV-A and DepEd Region IV-B as an employer; and determine if there is a significant relationship between socio-demographic characteristics of the personnel and their perceived image towards the administrative services of DepEd as an employer. A total of 102 respondents were involved in this research, 58 of whom were from DepEd Region IV-A office and 44 were from DepEd Region IV-B office. Statistical tools such as frequency count, mean, range, percentage, standard deviation, Z-test, and chi-square test were used in analyzing the data gathered. Findings of the study revealed that the majority of the employees of DepEd in Region IV-A and IV-B were middle-aged, female, married and were college degree holders. Respondents were employed in DepEd for a relatively long number of years with an average of 19 years. Almost all of the respondents had permanent appointments which assured their long-term employment in the organization. Salary grades of respondents were highly varied with many belonging to the lowest salary grade bracket followed by those belonging to the highest salary grade bracket. The image of DepEd as an employer was rated “good” in all the administrative services provided by its six sections/units. Among the six sections/units, the Cashier Unit has the highest mean. The lowest mean was obtained by the Personnel and Supply Sections. The overall image of DepEd as an employer was “good”. Significant difference was observed between the image of DepEd Region IV-A and DepEd Region IV-B as an employer. This suggests that the perceived image of DepEd as an employer was relatively higher in DepEd Region JV-B than DepEd Region IV-A. The higher rating given by the respondents indicates that a better quality of adminisirative services is provided by DepEd Region IV-B. Test statistics revealed that there were no significant relationships between the perceived image towards administrative services of DepEd as an employer and the selected socio-demographic variables such as age, sex, civil status, highest educational attainment, job title, length of service in the organization, and salary grade of the respondents. This means that the selected demographic variables were not significant factors that influenced the respondents’ appraisal of the quality of administrative services rendered to them by the six sections/units of the administrative division.
