The study aimed to develop a 3-Dimensional Directory for Trece Martires City Hall which will improve the City Hall's software innovations, but also to address the client's difficulties particularly in finding the offices. The system used Visual Basic 6.0, Microsoft Access, Trimble Sketch-Up, Unity 3D and Kerkythea. It was developed following the Prototyping Methodology Process to follow every phase that starts with Planning Phase, Analysis Phase, Design Phase, Implementation Phase, System Prototype, and Final Implementation Phase. The software was evaluated through the use of unit and integration and acceptance testing. Forty (40) students and sixty (60) employees and clients evaluated the system to check the functionalities. It was evaluated by its functionality, reliability, usability, efficiency, maintainability and portability. The results of the software show that the system was satisfactory to the users.
