Abstract: AMPARO, REGINALD V. SK Reform Bills in 16th Philippine Congress: A Comparative Analysis in connection to the Existing Laws on Sangguniang Kabataan. Undergraduate thesis. AB Political Science. Cavite State University, Indang, Cavite. April 2014. Thesis Adviser: Renato T. Agdalpen. The study sought to compare and analyze the existing reform bills in 16th Philippine Congress in connection to the existing laws on Sangguniang Kabataan. Specifically, it also sought to identify and analyze the problems of the existing SK laws as perceived by the former SK officials and to determine the level of awareness of former SK officials to the proposed bills. It also aimed to know the version among SK Reform Bills that is more acceptable to the former SK officials. The study used analytic-descriptive method. The participants were asked to answer the questionnaire about problems of existing SK laws, level of awareness to the SK reform bills and version of the bill that is more acceptable. The findings of the study showed that the former SK officials confirmed and agreed that there is a problem in the existing SK laws but have experienced it seldom. Release of funds which is dependent to the Sangguniang Barangay is the most experienced problem in the existing SK laws. The study also showed that the former SK officials have high awareness level on the background of the proposed reform and on the amendments of the SK reform bills. As the study determined the problems of existing SK laws, the former SK officials believed that all the bills are on the acceptable level. It also showed that the House Bill No. 27 is the most acceptable while the Senate Bill No. 68 is the least acceptable
