Feliciano The study was conducted from January to March 2019 in the Philippine Economic Zone Authority in Rosario, Cavite, to assess the saving and spending level of minimum wage earners after the implementation of TRAIN law. Specifically, the study aimed to: (1) determine the socio-demographic profile of the minimum wage earners: (2) determine the socio-economic profile of the minimum wage earners; (3) determine the saving level of the minimum wage earners after the implementation of TRAIN law; (4) determine the spending level of minimum wage earners after the implementation of TRAIN law; (5) determine the significant relationship of saving |level and the profile of the minimum wage earners; (6) determine the significant relationship of spending level and the profile of the minimum wage earners: (7) : determine the significant relationship between saving and spending level; (8) determine the significant difference between the saving level of minimum wage earners before and after TRAIN law and (9) determine the significant difference between the spending level of minimum wage earners before and after the implementation of TRAIN law. Descriptive, comparative and correlational research were used in the study. Data gathering using survey questionnaires were used to be able to analyze the saving and spending level of minimum wage earner after the implementation of TRAIN law. The researcher conducted the study at the Philippine Economic Zone Authority in Epza, Rosario, Cavite, and chosen minimum wage earners as the participants of the study who are working in electronics manufacturing companies. Only two among the electronics manufacturing companies allowed the researcher to conduct a survey in their company premises namely: DANAM Philippines, Inc., and Ichikawa Kogyo Philippines Corporation. DANAM has 498 employees who are regular but at the same time earning a minimum wage, while Ichikawa has 32 employees that are in the same category. The two companies have a total population of 530 but only 228 were considered as the participants of the study. Most of the participants are female, which consists of 120 participants, while male participants were only 108. Most of the participants have an age ranging from 20 to 24 years old, single, have a household size of three, no dependent, living with parents and a high school graduate. And most of them has a monthly income that ranges from P10,000 to P10,900, and a length service ranging from seven months to one year. This study shows that the largest portion of the participant which is 43.9 percent do not have a savings, and when it comes to their spending level, 64 percent of the participants spend an amount ranging from P5,001 to P10,000 for their cost of living, and do not have an allocation for education, while 69.3 percent of the participants do not have loan payments and 43.9 percent of the participants spends an amount less than P1,000 for their personal care. This study shows that there was a significant relationship between the saving and spending level of the minimum wage earners before and after the TRAIN law, and the saving and spending level of the minimum wage earners has a significant relationship. Which means that TRAIN law have a big impact when it comes to the spending and saving level of the minimum wage earners, because based on the analysis of data, the minimum wage earners were considered poor saver, because they only save a small amount of money from their income, where according to the budgeting rule of Elizabeth Warren (as cited by Pant, 2019) the monthly savings of a person should at least covers 20 percent of their monthly income to be considered as an average saver. While when it comes to spending level, the minimum wage earners are Classified to have an overall high spending level, because based on the budgeting rule of Elizabeth Warren (as cited by Pant, 2019) the allocation for expenditure of a person should only covers 80 percent of their income, where 50 percent of it was spend on needs and 30 percent will spend on wants.
