The development of an E-Learning system on Philippine politics and governance was conducted to provide such system to GAS Strand students and teachers in Francisco Osorio National High School. To gather data and information needed for the require ents interviews and surveys of this study were initially conducted in September 2018 to GAS Strand students and teachers of Francisco Osorio National High School. The development of the software started from December 2018 and was completed on April 2019 in Trece Marti es City, Cavite. Meanwhile, the evaluation of the software for the technical part was done at the College of Engineering and Information Technology, Cavite State University, Indang, Cavite and the non-technical at Francisco Osorio National High School. The general objective of the study was o develop an e-learning system for Philippine Politics and Governance. Specifically, it aimed to: 1) create an e-learning system that lets the teacher upload topics on time that can be viewed and downloaded by the students that may help them when sudden cancellations of class occur; 2) design an e-learning system for the students to study their lessons by providing text and video animations to attract their attention; 3) provide an e-learning system that may help the teacher to manage all the manual process of recording of report preparation that may result to a faster means of reporting. The study consists of five modules: user account module, learning content module, assessment module, communication module and report module. Each module consists of different functions to meet the objectives of the study. The identified problems were the following: the Philippine school system experiencing late delivery of lesson; students having a hard time understanding the topic; and difficulty of report preparation due to amount of work of the teachers; and having insufficient time in manually recording the papers in class record. The researchers used Iterative Model as the methodology for this study. It consists of five phases: planning, requirement analysis, design, implementation and evaluation. An iterative model is repeated numerous times to create products that meet the qualifications required by the user. With this, the model can be used for projects that are changing where it will lessen the risk of error and eliminate the incorrect input. This process resulted in the additional software that is easy to understand and that which had made alterations in the system. The researchers evaluated the software from the grade 12 students taking General.
