Cavite State University, Indang, Cavite. April 2016. Thesis Adviser: Famela Iza Cabe- Matic. A study was conducted to assess the implementation of restorative justice programs in Indang, Cavite. Specifically, the study sought to assess the extent of capability of the program implementers in terms of awareness of laws and mandates, knowledge on restorative justice actual processes, ability to manage conflicts or disputes, and ability to communicate; identify the factors affecting the implementation of restorative justice programs in terms of management and actual processes; and determine if there is a significant relationship between the extent of implementers' capability and the factors affecting the implementation of restorative justice programs in Indang. The study used descriptive-correlational method through a self-made questionnaire. The participants were asked to answer the extent of capability of the program implementers in terms of knowledge of laws and mandates on restorative justice, knowledge to restorative justice actual processes, ability to manage conflicts or disputes and ability to communicate; and the factors affecting the implementation on restorative justice programs in terms of management and actual processes. The mean and percentage were used to determine the extent of capability of the program implementers and factors affecting the implementation of restorative justice programs. Findings revealed that the extent of capability of the program implementers were at the excellent level in terms of knowledge to actual process and ability to execute while in terms of knowledge of laws and mandate, participants showed lower response. With regards to the factors affecting the implementation of restorative justice program in terms of administration, participants rarely believed that affecting factors exist except that there is lack of training and seminar, and lack of funds for the incentives of required personnel. In terms of operation, factors include lack of manual of operations and lack of attention to practical detail in the formulation and implementation of the chosen interventions. As for actual processes, it revealed that oftentimes the offended party thinks that the one who aggravated them should be punished by the law and not through settlement under restorative program. Lastly, it shows that there is a significant relationship between extent of implementers' capability and factors affecting the implementation on restorative justice programs. Thus, the members of restorative justice program in Indang, Cavite should exert additional efforts on improving their resolution process in order to maintain the trust of the people and their effectiveness as well. Their mediators during settlement proceedings should be approachable at all times and equipped with knowledge and ability to laws, mandates and procedures in resolving disputes. It is further recommended that the local government unit in collaboration with relevant institutions and agencies may provide additional seminars, trainings and workshops for the enhancement of the implementers' capability leading to efficient process of resolving conflicts or disputes. Moreover, for the lack of funds and incentives including the lack of required personnel, the municipal government may create an ordinance which will be intended for the allocation of budget and personnel for restorative justice programs.
