Banaag. —_ In the early 1980s, the issue of the effective school became prominent because of the two influential scholars connected to the effective school movement, Ronald Edmonds (1982) and Prof. James Coleman (1981). Authors of various studies generally identified have specific characteristics of what is an effective elementary school and have usually defined effectiveness, at least partly, in terms of outstanding student achievement. In recent years, several individuals and agencies have gone even further in refining and modifying research to identify the characteristics of an unusually effective school. The researcher’s concern was to undertake an investigation on the characteristics of GPFEES, focusing on the criteria which made the subject school be adjudged by the DECS as an effective school. The study likewise focused on the characteristics of an effective school based on selected literature on the development of a model that characterizes an effective school. The research work specifically attempted to provide information on the development of criteria for evaluating an effective public elementary school. The study sought to answer the following question. 1. What are the characteristics of GPFEES based on the following factors? 1.1 History 1.2 Demographic characteristics of the teacher, pupils, supervision, and coaching by administrators and peers, school curriculum, physical facilities and organizational culture. 1.3. School performance based on characteristics of the principal, teachers, pupils and parents. 2. What are the distinctive characteristics of GPFEES as the Most Effective Public School in the Province of Cavite, Region IV and ranking 6" in the national level in based on the following areas: learner, teacher, school manager, learning development and school-parent-community relationship. 3. What are the criteria of effective school based on literature and the experience of GPFEES? The study used the descriptive and evaluative approach. This method is basically a technique of qualitative description of the general characteristics of the selected groups. It is concerned with the description, recording, analysis and interpretation of the characteristic of an effective school. The respondents were 11 administrative staff, 53 teaching personnel, 254 intermediate pupils and their parents, and 60 representatives from the community of GPFEES. They were requested to accomplish the questionnaire given to them. Total enumeration was employed to determine the teacher respondents. Random sampling was used to determine the number of administrative staff, pupils, parents, and alumni respondents. The statistical tools used to analyze the results were purely descriptive which included percentages, mean and standard deviation.

The researcher’s concern was to undertake an investigation on the characteristics of GPFEES, focusing on the criteria which made the subject school be adjudged by the DECS as an effective school. The study likewise focused on the characteristics of an effective school based on selected literature on the development of a model that
characterizes an effective school.

The research work specifically attempted to provide information on the development of criteria for evaluating an effective public elementary school.

The study sought to answer the following question.
1. What are the characteristics of GPFEES based on the following factors?
