This study utilized the descriptive method, with the interview schedule as the main instrument in gathering the necessary data from the selected cities and municipalities in the provinces of Cavite and Laguna. The participants of the study were the GAD Focal Point Person, Planning Officer, Budget Officer, and CSWDO or MSWDO Officer of the selected cities and municipalities in the provinces of Cavite and Laguna. Results of T-test showed no significant difference occurred between the programs, projects and activities in Cavite and Laguna. On the contrary, based on the GAD accomplishment reports and interview conducted by the researchers there was difference between the implementation of the selected cities and municipalities due to some programs implemented in Cavite but not in Laguna. The province of Laguna used direct planning on GAD programs, projects, and activities while Cavite used attribution way of planning. Results show that, Cavite was a little bit disorganized due to lack of personnel to work on GAD. On the other hand, the selected cities and municipalities of Laguna had their own GAD offices and GAD Focal Point Persons who lead them in the proper planning and implementation of GAD programs, projects and activities.
