A study was conducted to develop a stand-alone application software, 3- directory for the city hall of Tagaytay City, Cavite, that visitors can use to guide them in locating various offices. It will also provide a 3D animation that will give directions in locating a particular office. The system will also enable users to go through a virtual tour of the city hall and can virtually walk around the building premises. The system used Microsoft Visual Basic 6.0, Microsoft Access, Unity, Google SketchUp, Adobe After Effects and Adobe Photoshop. Its development followed every phase of prototyping model: planning, analysis, design, testing, system prototype, and final implementation. The system was evaluated by seventy (70) employees and staff of the city hall and thirty (30) students to check the functionality of the system. It was evaluated based on the system's functionality, reliability, usability, efficiency, maintainability, and portability of the software and materials. The result of the evaluation shows that the system is acceptable. The system passed all the given criteria and standards of the evaluation and was rated as excellent.
