A study was conducted from June 2014 to March 2015. Respondents were limited to Bureau of Jail Management and Penology personnel and residents in selected City Jails in Cavite, particularly, Imus and Dasmarinas The study focused on the existing practices of BJMP in handling LGBT residents and the effectiveness of their four major programs: Inmates Custody, Security and Control; Inmates Welfare and Development Program; Decongestion Program; and Good Governance to lesbian and gay residents. Descriptive research was used in the study. Pearson Product Moment Correlation was used to determine the relationship between the existing practices of the BJMP in handling lesbian and gay residents and the effectiveness of their programs for lesbian and gay residents. Findings revealed that the Jail Officers believed that there is no significant relationship between their practices in handling lesbian and gay residents and the level of effectiveness of their programs to the lesbian and gay residents. On the other hand, the residents believed that there is a significant relationship between the practices of the BJMP and the level of effectiveness of their programs to the lesbian and gay residents.
