Abstract: BABIERA, KYRA CI AIANE T. An Assessment of the Policies, Guidelines and Procedures on the Conduct of Training in Bureau of Customs A Case Study. Bachelor of Science in Business Management major in Human Resource Development Management. Cavite State University, Indang, Cavite, April, 2016. Adviser Ms. Glenda S. Pena. A case study was conducted at the Bureau of Customs located at the Port of Manila from November 2015 to February 2016. The study focused mainly on the assessment of the policies, guidelines and procedures on the conduct of employees training in Bureau of Customs. Specifically this aimed to: describe the organization's policies, guidelines and procedures on the conduct of training among Bureau of Customs employees., determine the qualifications/requirements for training; determine the kinds of training granted; analyze the policies, guidelines and procedures on the conduct of training using SWOT analysis; and identify problems encountered in the conduct of training and recommend solutions to these problems. Descriptive method was used in analyzing the information regarding the policies, guidelines and procedures on the conduct of employees training in Bureau of Customs. This involved the analysis and interpretations of observations, interviews, assessments, and discussions of the prevailing situation of Bureau of Customs. Qualitative data through interpretations and interviews were also used and presented in this study. Trainings in the Bureau of Customs give the employees of the bureau the chance to have personal development that would benefit the bureau as well. Assessment of the policies, guidelines and procedures on the conduct of employees training was also presented using the SWOT analysis. The qualifications for the different trainings were enumerated on the Customs Training Circular and presented in the study. Employees are required to attend forty (40) hours of training a year in order to qualify or to apply for a higher position. Kinds of training are categorized into three: In — House Training, Sponsor or Invitation Training and Facilitated International Events Training. The Interim Training and Development Division has five personnel composed of the division chief, two administrative officer and two staff only which eventually the division encountered problems on conducting training . The minimum number of personnel gave the division a big challenge in facing all the BOC employees and given the fact that the ITDD has an average of one hundred trainings a year and approximately eight trainings are conducted each month. The ITDD also experienced slow internet connection. Despite these challenges, the staff of ITDD performed well and delivered quality service.
