Cresino. A study was conducted to determine the implementation of gender and development programs/projects/activities of local government units in Cavite from 2010 to 2015. The primary data used in the study were drawn through interview with the GAD focal persons while the secondary data were gathered from the records and files of the GAD- Focal Point System, Planning and Development Office, and Social Welfare and Development Office of LGUs in Cavite. Frequency count, mean, range, and percentage were used in presenting and analyzing the data gathered. Majority of the participants were still in their middle age, female. and Social Welfare and Development Officer. All the participants were college graduates and were able to attend only two seminars related to Gender and Development, namely: Gender Sensitivity Training and Gender Mainstreaming while other trainings seminars on gender and development were attended only by few participants. Most of the GAD focal persons related gender and development to equal opportunities among men and women in the society. In 2014, all LGUs in Cavite started to respond to the call of the government to conduct gender and development programs which were grouped by sector, namely: social development sector, economic development sector, infrastructure sector, and environmental sector. The specific programs/projects/activities implemented under the different sectors were the same for all local government units. The number of programs/ projects/activities vary depending on the different LGUs which implemented the programs/projects/activities. The GAD programs/projects/activities which were implemented since 2010 were all continuing except for infrastructure were some of the projects were completed in 2014. The GAD budget of LGUs in Cavite in 2014 increased by an average of 8.5 percent from its previous year level of P19,999,000 and by 12.16 percent in 2015. Similarly, the GAD expenditures of local government units increased by 10.5 percent in 2014 and by 13.03 percent in 2015. Most of the beneficiaries of the GAD programs were the day care children, indigent, persons with disabilities, solo parents. senior citizen, mother, abused women, farmers and the unemployed residents of the locality. The most common problems encountered by the GAD Focal Persons include the difficulty in identifying priority projects, delay in the submission of reports of different offices, lack of personnel to work on GAD, lack of cooperation among members of GAD- Focal Point System, management and operational problems, and lack of awareness on gender issues.
