A study was conducted to determine the training needs on gender and development of human resource personnel of the local government units in Cavite from November 2015 to February 2016. A total of 94 human resource personnel served as the participants of the study. Descriptive statistics such as frequency count, range, mean, percentage, and standard deviation were used to analyze the data. Majority of the participants were female, married, college graduates, had an average age of 42 years, an average household size of four members, had been working for an average of 10 years, and occupied the rank of an administrative aide. Only 9 percent of the participants were members of the GAD Focal Point System. Majority of the human resource personnel have low level of familiarity or knowledge about gender and development concepts. Similarly, the participants knew little about GAD policies and mandates, and among these policies and mandates, they had no idea about the Beijing Platform for Action (BPfA).Moreover, the level of familiarity of the participants on GAD tools was at the very low level with a mean of 1.59. Most of them had no idea on GAD tools. Only few of the human resource personnel of the local government units in Cavite had attended trainings and seminars related to gender and development.
