This study was carried out to determine the influence of leadership qualities of management personnel on motivation among government employees in the cities of Cavite. Specifically, it aimed to: (a) describe the socio-demographic characteristics of government employees in the cities of Cavite; (b) describe the leadership qualities of management personnel in the cities of Cavite; (c) ascertain if leadership qualities significantly influence the motivation of government employees; (d) assess the influence of leadership qualities on the motivation of government employees in the cities of Cavite; and (e) compare the motivation of government employees according to socio-demographic characteristics. The participants of the study were 175 city hall employees in the cities of Cavite. Descriptive statistics were used to describe the socio-demographic profile. Mean and standard deviation were likewise used to describe the leadership qualities of management personnel. Inferential statistics such as Spearman's rank order correlation was used to determine the influence of leadership qualities on employee motivation while Mann-Whitney U and Kruskal-Wallis tests were employed to compare the level of motivation of government employees according to socio-demographic profile. In addition, Friedman test was used to determine what leadership qualities would affect the motivation of government employees Results showed that the immediate supervisors exhibit a good leadership quality. In terms of the subordinates' motivation as influenced by the immediate supervisor's leadership quality majority were found to be motivated. Thus, it can be concluded that all eight leadership qualities have a significant influence of the motivation of the government employees. It was also found that there was no significant difference on the motivation of government employees when grouped according to socio-demographic characteristics. It means that they have the same level of motivation compared according to age, sex, civil status, position and length of service. Furthermore, it was also revealed that all leadership qualities have the same influence on the motivation of government employees regardless of their socio-demographic characteristics.
