This study was conducted from January 21, 2019 to determine the financial innovation resistance among selected Provincial Government employees of Cavite. The specific objectives of the study are to (a) determine the demographic profile and additional information of the non-users or former users of mobile wallet payment system of Cavite Provincial Government employees; (b) determine the level o influence of the functional and psychological barriers in the adoption of mobile wallet to determine the level of financial innovation resistance towards mobile wallet payment system among government employees; (c) ascertain if there is a significant difference on the level of influence of barriers based on demographic profile and additional information of participants; (d) ascertain if there is significant difference on the level of financial innovation resistance based on demographic profile and additional information of participants; and finally, (e) ascertain if there is significant relationship between the level of influence of barriers and financial innovation resistance. The study was conducted in Cavite Provincial Government, namely: Provincial Governor, Provincial Health Office, Provincial Sanggunian, General Services Office, Provincial Agriculturist, Provincial Assessor, Provincial Treasurer, Provincial Information and Communication Technology Office (PICTO), and Provincial Administrator. These were the top 10 populous offices with many permanent employees. Only the offices of Provincial Government of Cavite were covered, excluding the affiliates under them. Among the offices, only the Provincial Engineer did not partake in the survey. Slovin's formula was used to determine the total sample size of the study. A total of 179 employees in the said offices were surveyed as the participants using the stratified sampling method. Frequency counts, percentages and ranges were used in presenting the demographic profile and mobile wallet usage information of the participants. Mean was used to determine the level influence of the functional and psychological barriers in the adoption of mobile wallet and level of financial innovation resistance towards mobile wallet payment system. Analysis of variance and least significant difference were used to ascertain if there is significant difference on the level of influence of barriers and level of financial innovation resistance based on demographic profile and mobile wallet usage information. Multiple regression was used to ascertain if there is a significant relationship between the level of influence of barriers and financial innovation resistance. The age of the Provincial Government employees in Cavite who participated in the study ranged from 20 to 64 years old, dominated by females in number and married. The salary grades of the participants have a low salary grade ranging from 1 to 5 with an amount of P11,068 to P14,777, majority used the smartphone for 1 to 3 hours a day, and accessed the internet by using mobile data. Based on the result, the risk barrier was found to be very influential in the adoption of mobile wallets. The level of financial innovation resistance was moderate, it was revealed that all of demographic profile except sex and mobile wallet usage had significant difference in the level of influence of barriers and level of financial innovation resistance. The multiple regression result showed that only traditional barriers were statistically significant in influencing the financial innovation resistance.
