The study was conducted from September to December 2019 at Cavite State University - main campus to determine the budgeting behavior of students at Cavite State University - main campus subsequent to the 2019 fare matrix. Specifically, the study aimed to: (1) identify the socio-demographic profile of student commuters of Cavite State University - main campus in terms of age, sex, year level, and daily allowance; (2) compare the budgeting allocation of student commuters of Cavite State University before and after the 2019 fare matrix in terms of food, transportation, school expenses, savings, and others; (3) determine the budgeting behavior of student commuters of Cavite State University before and after the 2019 fare matrix in terms of financial planning and spending habits, and (4) determine if there is a significant difference between the participants' current budgeting behavior when they are grouped according to socio-demographic profile. Moreover, descriptive, comparative, and causal-explanatory research methods were used in the study. Survey questionnaires and google forms were used to gather relevant data. Three hundred twenty-four (324) student commuters were chosen as participants using the Slovin's formula. There were equal number of participants from the cities of Dasmariñas, General Trias, and Trece Martires. Their ages ranged from 18 to 26 years. Most of them were females and currently in their 2nd year level. The student commuters' daily allowance before the implementation of the 2019 fare matrix ranged from 50 to 600 pesos and became 50 to 1000 pesos after the implementation of the 2019 fare matrix. Most of the students spent their allowance on transportation. Thus, before the 2019 fare matrix, participants spent less on school expenses while they spent less on school expenses while they spent less on other expenses that were not mentioned by the researchers after the 2019 fare matrix. In accordance, before the 2019 fare matrix, the participants had good financial planning and very good spending habits in which it was interpreted as good budgeting behavior. Consequently, after the 2019 fare matrix, the participants had very good financial planning and spending habits in which it was interpreted as very good budgeting behavior in totality. The results of Kruskal Wallis Test to the socio-demographic profile of the participants in terms of year level and daily allowance after the 2019 fare matrix were found to be not significantly related to the participant's budgeting behavior in terms of financial planning, while age was found to be significantly related. Furthermore, the daily allowance after the 2019 fare matrix were found to be not significantly related, while age and year level were found to be significantly related to the participant's budgeting behavior in terms of spending habits. Lastly, the result of Mann-Whitney U test to the socio-demographic profile of the participants, in terms of sex, was also found to be not significantly related to the budgeting behavior of the participants in terms of financial planning and spending habits.
