A study was conducted to assess the level of service of TOPS on road traffic management as assessed by them and road users. Specifically, the purpose of the study sought to assess the level of adaptability, performance and stability and determine if there is a significant difference between the perception of TOPS and road users.
The study used descriptive-correlational method through a self-made questionnaire. The participants were selected using total enumeration and stratified technique. The first set of participant was TOPS personnel, total population sampling technique used to represent the TOPS personnel which composed of forty four (44) participants. The second set of participants was the road user which composed of drivers and commuters. Two sets of strata used in their study from stratum of commuters and stratum of drivers which composed of 172 participants each stratum to represents road users.
Findings revealed that adaptability of TOPS were at the highly satisfaction in terms of innovation and policies as perceived by them and road users. With regards to the performance of TOPS, revealed that road users and TOPS personnel were highly satisfied in terms of activity, process and output. As for stability of TOPS, the study revealed that in terms of risk identification and analysis, both road users and TOPS personnel were highly satisfied.
Finally, findings revealed that there was no significant difference between the perception of TOPS and road users to adaptability, performance and stability of Tagaytay office of Public Safety (TOPS) on road traffic management.
