Abstract: TUNDE PAUL ORIMALADE. Evaluation of Extension Programs of State Universities: Basis for Human Resource Intervention. Master's Thesis. Master of Management major in Human Resource Management. Cavite State University, Indang, Cavite. October 2013. Adviser: Prof. Roderick M. Rupido. This study aimed to compare the extension services of Cavite State University (Cvsu) and Batangas State University (BSU) along education/literacy, livelihood generation, health and nutrition, and environment from 2012-2013 as basis for human resource intervention so as to promote more sustainable community enhancement programs. The descriptive method was used with questionnaires aided by unstructured interviews in gathering the data. The statistical tools used were mean, computation, percentages, frequency, standard deviation, and the Mann — Whitney test statistics. Twenty-three implementers and one hundred and eighty-two beneficiaries from both state universities were utilized as respondents in the study. Based on the study, the extension services along education/literacy, livelihood generation, health and nutrition and environment were perceived by both implementers and beneficiaries of BSU as very much implemented. In the case of CVSU, all indicators were rated as very much implemented, with the exception of health and nutrition, which was perceived as much implemented by the implementers but just implemented by the beneficiaries. The implementers and the beneficiaries of CVSU, with the exception of health and nutrition, perceived themselves as very much involved in the extended programs on education/literacy, livelihood generation, and environment. In the case of BSU, only health and nutrition was perceived by implementers where they were "very much involved" All other indicators were rated much involved. The beneficiaries of BSU's programs also perceived themselves as very much involved in the education/literacy and health and nutrition programs of the institution. All other indicators were rated much involved It was also found out that there is a significant difference in the perception of BSU's implementers and beneficiaries as regards the extent of implementation of the extension programs in the aspect of education/literacy. There are also significant differences in the perceptions of the beneficiaries of CvSU's and BSU's programs as regards the extent of implementation along some indicators. The beneficiaries of CvSU's extension programs are much more involved in their projects than those of BSU. The BSU's beneficiaries, however, rated the implementation of their programs better than those of CvSU's. Furthermore, CvSU's extension programs are more specific and narrower in reach than BSU's programs which are more coordinated, more territorial and wider in scope. Finance was one of the major problems of the extension units of both universities. They must therefore continue to reach out to local and international partners for necessary funding of their activities in view of the limited funds available to their parent universities.

This study aimed to compare the extension services of Cavite State University

It was also found out that there is a significant difference in the perception of BSU's implementers and beneficiaries as regards the extent of implementation of the extension programs in the aspect of education/literacy. There are also significant differences in the perceptions of the beneficiaries of CvSU's and BSU's programs as regards the extent of implementation along some indicators.
The beneficiaries of CvSU's extension programs are much more involved in their projects than those of BSU. The BSU's beneficiaries, however, rated the implementation of their programs better than those of CvSU's. Furthermore, CvSU's extension programs are more specific and narrower in reach than BSU's programs which are more coordinated, more territorial and wider in scope.
Finance was one of the major problems of the extension units of both universities. They must therefore continue to reach out to local and international partners for necessary funding of their activities in view of the limited funds available to their parent universities.
