The study was conducted to: (1) identify the factors that contribute to the effectiveness of the student outreach agents (SOAs); (2) ascertain the degree of contribution of these factors to the effectiveness of the SOAs; (3) know the extent of actual performance of the SOAs; (4) determine the relationship between SOAs' extent of actual performance and effective- ness; and (5) pinpoint the problems encountered by the SOAs with regard to target clientele, place of work and program implementation. There were 160 respondents, consisting of 78 SOAs, 78 farmer-cooperators and 4 members of the rover team. The data were gathered through mailed questionnaire and personal interview. Findings show that the majority of the SOAs were still single, were of rural background, had not attended any training program and were visiting their farmer-cooperators 1 to 2 times a week. A little more than one~half of the SOAs were staying in their respective areas of assignment, Most of the respondents had allowances ranging from P51 to F100, Almost all of the SOAs reported that the support provided for by DSAC- - AEOP was sufficient. Likewise, the findings revealed that the majority of the SOAs were motivated to work and had a favorable attitude towards work and immediate supervisor. Conversely, more than one- half of the respondents were found to have unfavorable attitudes toward clientele. One-half of the SOAs were considered to have high level of performance and a similar number had low level of performance. In terms of effectiveness, it was found out that there were more effective than ineffective SOAs. In general, the SOAs did not have frequent problems during their extension practice. The Stepwise Regression Analysis revealed that attitudes toward work and extent of actual performance contributed fourteen percent to the variations in the effectiveness of the SOAs, Among the independent variables studied, the following showed significant relationships: rural-urban background and motivation to work; allowance and motivation to work; residence and contact with farmer-cooperator; residence and support provided for by DSAC-AEOP; rural-urban background and residence; allowance and extent of actual performance and attitude towards clientele and motivation to work.
