The purpose of this study was to determine the awareness, adoption and utilization of stored value cards and its efficiency towards payment transactions among local government employees in selected cities of Cavite. This study used descriptive-correlational research method with the questionnaire as the main instrument in gathering data. The participants of the study were the local government employees which composed of 108 stored value cards users and non-users, respectively from the city halls of the top three cities with the highest income Classification in Cavite such as Bacoor, Dasmarifias and General Trias. Majority (71%) of the SVC user-participants were female with a mean age of ( 24; many of them were single with an average of three number of dependents. Majority (50%) of them were college graduate with permanent position and earming an average of P20, 122 monthly. On the other hand, most (63%) SVC non-user participants were female with a mean age of 59; many of them were also single with an average of three number of dependents. Majority (54%) of them were also able to finish their college degree with permanent position and earning monthly as much as P64, 131. Local government employees SVC user-participants were moderately aware of the SVC usage, benefits and characteristics. Participants were moderately aware of starbucks card as supported by mean of 3.15. The participants’ source of awareness on SVC is from their friends with the highest rank. In terms of utilization among the participants, SVC’s are moderately utilized and the level of perceived efficiency on SVC towards payment transactions is moderately efficient. On the other hand, SVC non-user participants were moderately aware of the SVC usage, benefits and characteristics. Participants were moderately aware on happy plus card as supported by a mean of 2.71. The participants’ source of awareness on SVC is from friends and in-store promotions or advertising with the highest rank. With regards to the level of adoption, the participants moderately accepted the SVC and the perceived level of efficiency on SVC towards payment transaction is moderately efficient. As to significant relationship among the socio-economic profile of the SVC user-participants, only civil status and highest educational attainment were found to be significantly related with their level of awareness while only sex and highest educational attainment were found to be significantly related with their level of utilization. On the other hand, as to significant relationship among the socio-economic profile of the SVC non-user participants, age was the only variable found to be related to its level of awareness while age and civil status were found to be significantly related with their level of adoption. Meanwhile, there was a high and significant positive correlation between participants’ level of awareness and adoption. Also, there was a high and significant positive correlation between participants’ level of perceived efficiency to adoption and utilization. System offline was identified as the main problem encountered by the SVC user-participants.
