Samarita The study was conducted to identify the effects of delays and to determine the risk response to the development of construction projects in Cavite State University Satellite Campuses during the Covid -19 Pandemic. Specifically, to determine the changes to the project's schedule and budget due to the pandemic; identify the potential risk in the construction project during the pandemic; Determine the project management system used by the project team to lessen the impacts of delays and the risk on construction projects in the university. Data were collected in 4 satellite campuses of Cavite State University mainly in Carmona, Naic, Trece, and Imus. The project team was given a questionnaire or a google form to gather information. In 4 satellite campuses of Cavite State University that were surveyed, the insufficient labor force was shown to be the major factor that affects the project completion. In addition, the main risk that was present in the construction operation was the danger in site and health safety. The strategic plan that were imposed for the site and health safety is having health screening and cleaning. For the financial risk, having a clear communication with the owner or contractor is done. Furthermore, in the labor shonages deploying the right skilled employee is one of the ways to resolve the limitation in employees. Working closely with existing suppliers is the vital strategy in terms of solving the disruption in supply chain. The STAR building in Carmona campus, shown to have the highest percentage of time extension and cost overrun in their operation. Data shown that the reasons for the time extension and cost overruns of the project are due to their shortage of work force, shortages in supply, environmental factors, insufficient budget, increase in price and miscommunication. Strategies were made to lessen the delay in construction such as maximizing the work force and resources available, motivating by giving incentives to the employees and focusing on health and safety management. In addition, methods such as scheduling of materials, creating risk management plan and careful project scheduling is done to mitigate delays in construction.The researchers recommend conducting personal interviews in gathering data in order to have in depth information in knowing the risk and factors for the delay and risk in construction operations. Moreover, focusing on one issue could developed more insights to mitigate issues in construction industry
