Bachelor of Science in Industrial Engineering, Cavite State University, Indang, Cavite. April 2018. Adviser: Gerry M. Castillo. Since emergency response is one of the most important tasks of government authorities, the local government officials must formulate a routing scheme to find a better route during emergency response that covers minimal travel cost. During an accident, the emergency response team must arrive at the accident area at the least possible time and cost, and transport the victim on a nearby hospital immediately to reduce casualty and save the life of the victim. However, developing cities such as Trece Martires City in Cavite have major problems on its major thoroughfares because of heavy traffic. Thus, resulting to a delay on the response team and increase in travel cost if accident occurs. The research designs used in this study were experimental and developmental method. The experimental and developmental method refers to a type of study which use manipulation and controlled testing of variables to comprehend fundamental processes and a systematic study of designing, developing and evaluating instructional programs, process and products. These methods were used in this study to identify the shortest possible route for the emergency response vehicles of Trece Martires City during emergency response. Upon the completion of the study, several points were determined; (1) the accident areas in selected barangay in Trece Martires City, Cavite that had the significant repetitive number of accidents, (2) the hospitals near the identified blackspots were identified, and (3) optimal road networks that can be used during emergency response.
