The study was conducted to determine the communication strategies of the city government of Bacoor, Cavite in relation to Rule X of RA 9003 on Solid Waste Management, to determine the level of compliance and the level of adherence of the city of Bacoor to Rule X of RA 9003, to assess the effectiveness of the communication strategies in relation to compliance and adherence and to identify the relationship between the level of compliance and the level of adherence of the City of Bacoor to Rule X of RA 9003. Conducted from December 2016 to March 2017 using the quantitative approach, the researchers gave survey questionnaires to 438 participants, six residents from each barangay (73) in Bacoor City, Cavite. For the qualitative approach, the researchers conducted an interview with Engr. Rolando R. Vocalan, the head officer of Bacoor CENRO. Results revealed that among all the communication strategies used by Bacoor City, public announcement was the strategy that the majority of the respondents were aware of. Meanwhile, the compliance of the city to Rule X of RA 9003 appeared to have high average level and overall, the adherence of the city to Rule X of RA 9003 was interpreted to be strong, meaning three to four years of consistent observation to the rule. The effectiveness of the communication strategies used by the city government were x moderately effective and it was also found out that there was a highly significant relationship between the level of compliance of the City of Bacoor Cavite and their level of adherence to Rule X of RA 9003. The researchers recommend the city government of Bacoor, Cavite to take actions to intensify their information, education, and communication campaigns and strategies on Solid Waste Management (SWM), and the community members to actively participate and be involved for the success of the community's SWM system. To the national government and other highly urbanized communities, the researchers recommend to use this study as their guide in assessing and further improving the current solid waste management system through developing effective media tools for spreading awareness and disseminating information, to assure positive compliance and adherence to the regulations under the SWM law. The future researchers can acquire data that can also help them in their research.
