The study was conducted to identify the sources of funds of the non- government orphanages in Cavite and to determine their budget and budget allocation. Specifically, it aimed to describe the organizational profile of non- government orphanages in Cavite; determine the sources of funding of non- government orphanages in Cavite; determine the factors being considered in allocation of funds of non-government orphanages in Cavite; determine the monthly budget and the budget allocation of the non-government orphanages in Cavite; determine the budget allocated by the non-government orphanages to sustain every orphan on a daily, monthly and yearly basis; and analyze the trend in the budget and budget allocation of the non-government orphanages for the past five years and project the budget (considering a consistent growth in inflation) for the next five years.
There are a total of 16 non-government orphanages in Cavite. The study included 12 of the non-government orphanages. These are located in General Trias City, Dasmarinas City, Bacoor City, Imus City, Tagaytay City, Silang, and Naic, Cavite. The study was conducted from August 2018 to April 2019. The study used descriptive research design. Primary and secondary data were used in the study. Primary data were gathered through personal interviews with a prepared questionnaire while secondary data were obtained from books, thesis, and journals. Descriptive statistics such as frequency, percentage, ranking, mean, simple mathematical equations and straight-line method were used to analyze the data of the non-government orphanages.
The orphanages vary in size. The average number of staff for every orphanage is 14, while the average number of orphans for every orphanage is 31 and the maximum number of orphans that they can accommodate is 38. The non- government orphanages in Cavite have been in operation for 7 to 32 years. These orphanages get their funding mainly from private institutions and partnerships or affiliations. Half of them conducts fundraising activities while all claimed to receive funds from private individuals. The factor being considered the most by these orphanages when it comes to budgeting is the amount of funds, followed by the number of orphans and lastly the economic conditions.
Orphanages give administrative expenses and food the most budget followed by education, medical needs, basic necessities, and recreation. There has been no change in the budget allocation throughout the past five years of operation and if there was any change it was very minimal. It is projected that they will have the same priority for the next five years.
The budget has increased for the past five years and is projected to increase from 0.16 percent to 17.09 percent and can decrease from 1.07 percent to 1.65 percent for some. There are other variables that may affect the movement of future budget allocation such as the change in the size of the orphanage, number of staff and orphans and other external factors such as economic conditions.
The average budget for every orphan is Php 259 a day or Php 7,872 months or Php 94,449 a year. These orphanages have no guaranteed consistent flow of donations and needs the right amount of budget to provide proper care to orphans, thus these orphanages need the help of the government, businesses, and private individuals in order to survive.
